The Provost is the head academic person (the highest ranking teacher) in a college or university. He/she usually has a lot of experience as both a professor and a dean. He answers directly to the President (who may not be academic at all but a business person instead). The President deals with things like "should we build a new building?" while the Provost deals with things like "should we require all students to learn Spanish?"

The Provost's List is an academic honors list at some colleges. Usually requires a semester GPA above 3.5 but less than 4 but could be whatever requirements your school sets. In high school they call this "honor roll".

Provost's List is probably like a Dean's List. Basically, it's the college version of honor roll. It means you have good grades. At some schools, anyone with a 3.5 or above for the semester is on the Dean's List. At other schools, any student that is the top 10% of their class is on the Dean's List.
