I just cleaned off the battery terminal on my car battery (it had some blue-green buildup on the positive terminal), and now i'm left with a container of that stuff mixed with baking soda/water. Is there a proper disposal procedure for that stuff?

I think it would be OK to pour it down the toilet. The baking soda will the neutralize the acid.

pour it down the drain with the water running , or dump it in a unused corner of the garden.

If the PH is neutral 7.4, you could dump it down the toilet and it won't hurt a thing.
