They are saying nothing! That's a big non-committal crutch. The world is never this way. There are always gray areas.

For some people their personalities are so strong that there is no in between, so if you know them then you either love them or hate them but not much is in between except apathy and that is not directed at anyone.
If I were to guess, they are asking you to choose on which side of the teeter totter you sit. Do you love them or do hate them, or are you just sitting in the middle having no fun at all?
I see this as a statement of sorting and they want to know which pile to place you on love, or hate.

depending on the attitude it was said with, it could mean either having good friends and bad enemies and no acquaintences, or it could be a cocky statement saying that people either wanna be like them or they are extremely jealous of them.

Sounds like this person has no middle ground. They see things in black and white. They probably have alot of judgement toward self.

It basically means they (like a lot of us) are insecure. The unspoken message is 'even if you don't like me I really am likeable'.
