On my lawnmower there is a small tube which reaches into the fuel tank. The end has a fine mesh filter to keep dirt out of the engine. This has become clogged at times, preventing proper fuel flow. Also check the air filter. Make sure it is clean to ensure proper flow.

Either the main jet is blocked or the float valve is stuct shut. Remove the bowl from the bottom of the carb and see it the gas flows. Be ready to pinch the fuel line shut or put the bowl back on because the gas will continue to flow. If the gas flows put the bowl back on and see if it will run. If the gas does not run move the float gently up and down. Gas should flow. If the engine still won't run you will have to take the carb off and clean it out.

I dont suggest using starter fluid at all - its a great way to destroy your motor. If anything use a capful of gas in the intake.
Your problem lies in the carburator - it needs to be removed , disassembled and thouroughly cleaned out- that means all of the passages need to be sprayed out or let it soak. After reassembly you need to adjust the carb ( it should have some sort of adjustability ) - at least a fuel mix screw - turn it all the way in, then turn it out 1 1/2 turns for an initial setting , then adjust it from there when its running.

Possibly the high speed orifice is stopped up. On many carburetors the orifice is located in the nut that holds the bowl on. Remove the nut and make sure it is not obstructed. ...Good Luck...
