I don't recommend it. Hair down there on a guy is sexy. If you do have to remove it, be very careful, use shaving cream and a new blade. Shaving will probably cause stubble, itching and razor burn so you might like to investigate waxing or hair removal cream.

If you don't have a hair removal cream (dilapidary creme) then in the hot shower after you are well wet and the hair is softened, soap up and shave. Out of the shower, when still just damp, rub Olive Oil (from the kitchen) on the belly or shaved parts and let it soak in. It takes a few minutes but will definately help with the newly shaved skin. Also, it won't hurt at all to reapply the Olive Oil for a few days or after you shower again. It should help the itchies, but, won't take it away.

i would suggest using nair instead of shaving. a lot of times when shaved hair grows back, it's VERY itchy and uncomfortable. if you have the nerve for it, consider doing a home wax. the results will be much smoother and longer lasting.
