It's true that if your email address is being handled by your ISP, then you will lose it if you move. That's why it's worth shelling out £5 per annum to buy your own domain name, and have all your email forwarded by them to whichever account you currently use.
If you're thinking about buying an address (for instance mail@myname.co.uk) remember to shop around. There are lots of sites offering addresses, and the prices vary dramatic, but some only give you one email address, whereas others give you unlimited ones. You'll have your own ISP somewhere, so it's not usually necessary to have them provide webmail access to your email, but some of them will.
It also gives you the opportunity to get your own homepage set up, and use it to publish information you want to share with the world. If you want to do this, and you've never done it before, get hold of Frontpage, and follow the instructions. You'll be amazed how easy it is.

I had a Freeserve account (back in the day) that I picked up from Outlook Express, but it required being connected via my internet account to which the email was connected. I went to uni, couldn't use the account as my phone number was different and therefore couldn't check my email. My account expired because I couldn't check it within the time limit.
It depends if your email is popped from a webmail service or if it is connected to your account. I think you'll probably lose it though. Maybe you could arrange to set up a redirect via your current service provider. Give them a ring and check.
