Well, this screenshot is from a game- but you are right (and everyone eles here is wrong), there is an anime based on the game. It's called Utawaremumono (or Under Water Ray Ramono). http://myanimelist.net/anime.php?id=856
Since this scene is from the game, and not the anime, I can't be certain, but I believe Eruruu is crying over her sister Aruruu's death in this scene.

I,ve watched alot of anime and i can almost tell you for sure this is not an anime series or movie it looks like a random drawing of something that has an anime feel to for a wallpaper or maybe a site i have been doing reviews of anime for years now and like i said i don't thing this is from a live action Anime maybe Manga or a video game ?

I don't know what anime it's from but I doubt it's fan-art. It looks too good for that. It may be a commissioned piece by another artist but it's definitely by a professional.
