I have a lazy neighbor named Chris.I hate him.He has a horrible lawn and doesn't take care of anything. I have tried reasoning with him, reporting him the police, nothing works! Is anyone living next someone that has a yard that resembles a jungle?? And what did you do?

You know what: you should live in an area with a covenant administration. These guys drive by and report you if you dont mow your lawn, take in your trash can, etc, etc.
If you live somewhere like that, where rules are mandated, things would be a lot different.
I've been where you were, and I've had neighbors like that, and with police who did nothing about it. Best thing to do in that situation: move.

Police wont help about mowing lawn. The only way they could have helped is if you had said you thought his old parents lived with him and you haven't seen them for a few years, since last time he did his garden. Then they would have come around sharpish and dug it for him!
No, seriously now, the Environmental Health department of your local council is the place to contact regarding overgrown gardens. I used to have a lazy neighbour some years ago when I was fit and well, and it was so much easier for me to nip the mower over their bit before it got too bad and made everywhere look a mess. Could that be a solution, or failing that isn't there any teenage boys who would like to earn a few bob?

Call Town Hall. There may be an ordinance against letting your yard go like that. It is typically called a blight ordinance.
The police don't enforce it. It is enforced by the zoning enforcement officer.

Maybe he is not interested in landscaping. Some people really enjoy going to home depot to make outside of their house look beautiful. Others don't see the point of yardwork.

If you have a "neighborhood commity" then report it to them and if there were rules when you moved in then he will be fined...other wise if its that bad and it bothers you that much...you will have to take it to court.

The people upstairs throw their trash any where except the trash cans. It drives me nuts and they don't care.

call a lawn cutter to go to his house and tell them to say that it might have been a prank call but since they are there to cut it! =]
