I'm not quite sure where your taste lies, since Emma is commonly used as a nickname for Emily, so not only do they NOT sound good together ... they sound like you're talking about the same child. However, if you simply meant you'd like names that are complimentary in terms of style and origin, here are a few examples.
Tegan (TEG-an) and Carys - both feminine Welsh names meaning "fair/beautiful" and "love," consecutively
Rowan and Harper - both unisex names currently used -- but not overused -- for girls
Teagan (TEEG-an) and Finley - unisex Irish names that are less common feminine choices
Eleanor and Charlotte - classic names that are fairly common (#277 and 123), but not in the top 100, much less the top ten
Matilda and Clementine - some more European classics (Matilda is nearly top 50 in the UK) currently uncommon in the states
Clio and Penelope - both from Greek mythology (but not overly similar, as something like Zoe and Chloe would be)
Mary and Eve - familiar Biblical women
Talitha and Vashti - more unusual/unfamiliar Biblical choices
You get the idea. ;)

You'll have enough issues remembering the right name for the right twin without making them rhyme. And you'll look like an idiot screaming rhyming names in the middle of a school or a shopping mall. And if you yell, "Emma, Emily," people will assume you mean ONE child and will stare at you like a freakshow when two show up.
Twins are hard enough, on each other and themselves. Let them have a little identity away from each other. We almost named our identical girls Patience and Faith, but settled on Patience and Alaina because the names weren't alike in any way (and my husband loved the name Alaina.)
Men can come up with surprisingly good names. Why not let your partner name one baby and you name the other?

I think anagrams (different names using the exact same letters) are a good way of naming twins if you want something similar or matching. That way they get their own individual name, but you've got that cute association.

Ella and Leila.
Rachel and Ariel.
Mary and Sarah.
Stephanie and Bethany.
Xena and Yelena.
Macy and Tracy.
Carrola and Maribelle.
Syliva and Selisha.
Monique and Shaniqua.
Lola and Dolly.
Nelly and Bella.
Norella and Clara.
Those are all the names that sound good together that I can think of. I tried not to make them too similar because I don't think the twins would want to have too identical names. Some are rhyming, though, which I HIGHLY don't recommend, but I said them in case you wanted names like that.

I wouldn't go with anything that rhymes. It might be cute now, but in the future, when they are older, they will hate it. I know this sounds "unprepared" but sometimes, its best to have an idea of what names you like, but wait until you are holding them. Sometimes it helps to have a face to look into then just say what ever comes to your mind and heart. I had a friend that decided on Joshua for her son, but she said her and her husband waited and after they held him and looked at him, he just looked like a Christopher. I think they settled for Christopher Joshua, but they had to see him first. Hope this helps.
