Sectarian means related to religious affiliation. People who belong to one "sect" or another and are divided because of those differences have sectarian differences. (Protestants and Catholics, for example, Shia and Sunni for another)
Sectarian cleansing is sometimes a euphemism for the violent clearing of a neighborhood of one or another religious group. "Cleansing" is a tidy way to say "Killing or driving out" without sounding so bloody and uncivilized.
