Thin line of eyeliner on the top lid. Pencil is the best, but powder eyeshadow with an angled brush is also okay. I don't recommend liquid eyeliner. Brown if you have brown or green eyes. Teal blue if you have blue eyes. Black goes with every eye color.
Mascara. Black for black eyes. Brown for green or blue or brown eyes.
Lip gloss. Peachy pink would go best with everyone.
Skip the foundation and concealer, you should wait for that till you're at least 16.
To get how to apply makeup, go to youtube.com and search for ''how to apply makeup''.
Or go to a fancy makeup store like The Body Shop, Sephora, Chanel, MAC, etc. and ask them to give you a mini-makeover. They will put makeup on you that best suits your features.

I would focus on good skin care first, if you can afford it, I would go to Clinique or Mary Kay and get a cleanser, toner and moisturizer, use it every day morning and night. Then think about any areas your worried about, if youre skin isn't blotchy or anything I'd skip foundation and maybe just get some powder for areas that might look oily, nose, forehead. Get a light, shimmery eye shadow in a soft color, like beige, or pink and just sweep it across the whole lid Revlon Colorstay in Champagne is pretty. Add a little mascara and that should be enough on the eyes. Get a soft pink or peachy blush and add just a touch to your cheeks, Maybelline dream mousse is really god, just make a couple dots on your cheek and rub it in, then a light shimmery gloss on your lips. Rimmel lip, eye and cheek colors are cheap and pretty good quality. Also, if you go to a department store make up counter and buy something, you usually get a free gift that will have a bunch of samples, A fun way to try things without buying them!

I think that you should not overload on make up just because you have the privilege. You should put on a bit of everything.
But what you put on has to coordinate with the rest of your make up. Everything has to flow good together. BE SURE NOT TO PUT ON TOO MUCH OF ANYTHING. A little bit of eyeliner, mascara, blush, eyeshadow..ect. I'm not exactly fond of foundation. It clogs your pores and gives you acne. So, I wouldn't advice you to wear foundation. But if you do, then be sure to wash your face EXTRA well in the morning and at night. No foundation has been proven to not clog pores so don't believe what they say! Best of luck, if you need anymore help don't hesistate to ask. I totally specialize in this stuff :DD

save up some money to buy make up with, then go to a department store that has cosmetics. they'll have someone who can professionally make up your face for free. you just have to buy some of their stuff. Penney's or Sears or one like that. or go to a beauty salon so a cosmetologist can do it the first time and show you what to do so you look your best.

Well, I reccomend googling websites that can give you tips on what to get and how to apply it. Many people wear their own makeup differently than others do, so there really is no right and wrong unless you are sloppy about it or something.

Here's some websites that might help you out;

Just get really natural looking colors. Don't get blue or purple eye shadow, it looks tacky.
