Usually said of someone who is educated and expected to know and yet says or does something wrong, negative or unexpected. Can come from someone of authority or with good reputation. For example:: 1)a 19 yr old wearing Superman suit, perching on a 3rd storey building and attempting to see if he could fly 2) A dictatorial ruler who believed in closing down schools, monasteries, etc so as to wield maximum power.

To me is this statement: "I already knew that." Especially when it's patent that it's a lie.
It translates in my mind as : "I didn't know it but I don't want to look stupid". Unfortunately the person who spouts such sentence fails and not only they look stupid in my eyes, but also very ignorant as they are not capable to admit their own ignorance and insulting me at the same time by taking me for a fool.
