First of all, the record "budget surplus" was actually a record "projected surplus", just about as tangible as the statement: "The Steelers will win the Super Bowl this year if..." In other words, don't start spending any of that record surplus!
The "willingness to bipartisan cooperation"? What the hell does that mean? I have a willingness to win the U.S. Open, but I'm not going to hold my breath. The great accomplishment of the Clinton administration was the Welfare Reform Act which Clinton suggested as one of his typical "this will make me look good", throw-away lines. Unfortunately for Slick Willie, congressional republicans actually created the measure, got it past the house and senate and dragged him, kicking and screaming, into signing it on its third trip to the White House!
Anti-terror initiatives? Ah yes, all of those "we oughta's" that Willie pretended were actually done by his administration. The only thing his troops actually did was create the "wall" which prevented justice from talking with the CIA. Between that and Clinton's total lack of any determined response to terrorism, we wound up with 9/11.
The laughable re-writes of history you on the left continue to favor us with should really be material for a sit-com. Maybe "The Days of Our Lies".

WHAT? the budget surplus was from Clinton doing nothing.He was afraid to lose any more poll points from his white house romps. His anti terrorist work allowed Al Quiada to plot and plan 911. Not to mention letting Bin Laden go.Bipartisan? He tried to work a little with the right only because he had no friends left on the left. Clinton did more to destroy our global good standing than Bush ever did.

The record budget surplus was mainly through fee increases/tax hikes and by cutting the military budget and size (they can use the National Guard or Reserves if anything happens) so we are now paying the price for that. Bi-partisanship was exhibited by Clinton only after the Democrats lost control of the Congress and he had no choice, prior to that he was anything but bi-partisan. Most of his "anti terrorist initiatives" were opposed because they were too weak and I think that history shows his initiatives were just that. Also many of them had other things tied to them which he knew would get them opposed-a few had anti-gun ownership for U.S. citizens tied to them which he knew would be opposed; if he got it through good if not then he could moan about the Republicans opposing the anti-terrorist bill and tell the Democrat groups backing gun control that he tried so it was a win-win for him. So your point is exactly what?

Let's see, budget surpluss during clinton era. How was this budget surplus made, cut backs in military spending. It was a democratic congress that voted, and clinton signed that caused huge deficites in the military for training, operations, equipment. Clinton and the democratic held congress cut by huge numbers the money for research for military equipement, needed funding for general maintenance of military installations and equipment. These budget cuts caused large lack of readiness by the military to be able to respond should it be needed. Clinton administration also cut or eliminated many budgets for counter terrorism projects, and intelligence gathering budgets to boot. So historicaly it can be said that democrats weaken the nation by wanting to negotiate with terrorist organizations, rather than be prepared to stand up and fight these organizations. Historicaly democrats get complaisent and too comfortable during peace time and want the budget cuts to come from the military and intelligence budgets needed to keep our country safe. Post World War 1 democratic congress reduced the military, Post World War 2 democratic congress reduced the military. Each time wanting to increase taxes, and social welfare benefits, while weakening out military, and when the time comes for the military to do a job, it takes a huge amount of budget to build up the military to be able to accomplish the job. Let the military do it's job, fund it well and it will work better. I have been in the Navy through 2 Republican Presidents that give the military what it needs, and a democrat president that cuts the military spending, hurting our capabilities.

We learned the clintoon cut the military back by a third, taxs rose to all time highs and terrorists threats were ignored due to a fat intern and a cigar were more important than America

That when we strip the armor off of Humvees to pay of the deficit Congress waits until a Republican is elected and then blames the Republicans for not having Armor the Clinton Admin refused to buy.
Oh, and when we strip the military to the bone people attack us.
