The reason why, is that colleges are the last place in this country (America) where education is uninhibited by government standards (homeschooling is the only other place). Sometimes there are talks in the government of giving colleges standardized tests for "accountability," but this will only result in teaching to the test and omitting extra material that isn't tested, just like in elementary and secondary education.
There is a way to complain about your instructor. At the end of the quarter or semester, you will have the opportunity to evaluate your instructor, with a form supplied by your department. It is anonymous, and you can air any grievances you have with how the class was handled.

its all a big money making machine i don't care what college you go to or what grades you make or what test you pass as long as you pay or its paid for and they make money you will get a education. those high school grade mean nothing when they see how its gonna be paid for then money talks. let take this for example you re parents paid for you collage while you where growing up good on them you're paid for . some kid trying to pay his own way with grants and so on well they will take the grant moneys but the loans will still have to be paid for later . those are look at different they look at the now money and the students that stay for years not knowing what they wanna do in life. like i said its all about money ....

I don't know what colleges you are talking about, but the ones that I know have standard tests. All Universities have different standards. Maybe you are at the wrong college for yourself.
