Since winter is the best period to visit India, i would think any place should be good. If you are looking for some happening Place then GOA down south or Shimla, Kullu, Manali, Srinagar up North.
If u are for quite and serenity go to Darjeeling, Gangtok, Dharmsala, Udaipur, Jaisalmer.
Apologies for being biased towards north india...but i have mostly traveled in northern India.
