I start from the ground up -- literally. First I get the geography down, then devide that into kingdoms, form governments, etc. Holly Lisle's website has a good worldbuilding tutorial.

When I created my fantasy world, I started with a simple concept and went from there. After several weeks of adding things I had a back history of the planet, several types of animals, and little towns and cities. Also space ports and oceans.
Even though most of my readers will never seen or learn about all that my planet has, I use it mostly for me and to pull up background when I am working with it, since it's a series of novels all revolving around the planet and it's people.
I did even go as far as building a computer 3d model of my planet after about a year, (I was bored and working on a ship) and it's all helped to keep things in focus, but really simple is the best to start with and then build up.

You need to have rules for your world and you need to make sure those rules are followed in every book you write in that world. You will have certain people over-analyzing what you write and they will become offended if you have a character do something they shouldn't be able to, a deus ex machina, if you will.
It doesn't have to be like Middle Earth or something, but it's a good idea to stick with people, though they need not be human, and multiple countries/kingdoms, if only for easy plot fodder. Of course, you can defy convention, and more power to you if you do.
For the record, as long as you have set rules that are followed, you can make your world whatever you want, that's why it's fantasy.

Oh my god, Gemi, you extremely a GENIUS!!!! i admire you, lol. a million) Nope. 2) there is not any magic, yet specific human beings are believed to be Gods. 3) No. 4) It has extra aspects that are reminiscent of Earth than diverse, however the way that persons is thoroughly diverse. as an occasion, boys and girls are thoroughly separate in elementary terms assembly a definite age. I think keeping it simple will do a lot good...outlandish or not. Whatever you write should be conceivable and understood!
