The $35 is labor. The service fee is for materials he used during the repairs such as shop rags, cleaners etc. This is common now. It is basically a tax because he has to pay for cleaning, recycling or getting rid of hazardous materials.

Do what the phone company, cell phone providers and water and electricity ad a USF or universal service fund.
The so-called non tax.

He gets $35.00 per hour to diagnose the problem. When he actually works on it it is called Labor so he gets paid for $30.00 more dollars to complete the task.
