If the fishing boat is afloat already the rise of the tide will also lift the boat keeping the ladder at the same off the water.

If its aground then a very ballpark estimate would be 2/3 from the keel to the deck. More info is needed in this case.

Thats an old one - the answer is none as the ladder will rise with the boat when the tide comes in . . . . .

all of them because when you say a boat is lying in the harbour means the boat is on the bottom of the harbour!
which in turn doesn't matter the water level it is still on the bottom!
