First, she MUST get a police report filed. For some stupid reason this will have bearing on her case against the person. Next, gather witnesses and have them write a notarized statement about what they saw and heard. Did she file a report with the company? If so, try to get a copy of the report. Then, sue the pants off that loser. If the actions were reported and nothing was done she can sue the comapny, too. In my stae of NC, you have to take action within 6 months of the incident or it will be no good. Also, she should get counseling and get documentation she is going because of the incident(s). In the mean time, she needs to suit down and chronologically write everything that has happened, even if it seems insignificant. Make sure she writes down dates, times, and people that were present. Good Luck. It's going to be a tough ride.

What your friend should have done was file a complaint with her Human Services department.
Once the complaint was filed there would be an investigation and departmental hearing on the complaint.
Her next step if she received no satisfaction with her company, was to file a complaint with the Dept. of Labor in her state. They would also make an investigation and see if the company was in violation. They would have referred the complaint to the EEOC.
Once their investigation was done then she would be able to file a lawsuit if the company did sexually harassed her.
Right now what I would do if she is unemployed, I would file for unemployment benefits based on the sexual harassment complaint and file the complaint with the Dept. of Labor.
I would also seek the advice of an employment attorney in her state.

Only a visit with a lawyer can really answer that. Did she file complaints? Did she file police reports? Many factors will dictate if she has a case.

she needs to write down specific things that were done and when. she needs to be accurate with examples. A coworker could be a good witness... but coworkers might not testify fearing losing there job

First of all, I hope that she reported it the her HR Department. This guy is not doing this to her alone. Second, get and attorney and sue him personally and the company separately for not protecting her.
