It is very annoying when people do that. I use ALL CAPS occasionally to stress the main word or point of what I'm writing, since italics are not possible. But you should never type a complete sentence or paragraph in ALL CAPS.

Maybe because I've been around the net for so long that I learned the etiquette, maybe it's just hard on my eyes..but yes I do. It makes me think the person is either ignorant of the guidelines or just too lazy to type normally. The advent of text messaging has contributed to this I think. Too bad.

Yes, but then again, some people have poor vision, so writing in all caps is easier to them.
