Inexpensive, reliable and maintenance-free - the ballpoint wins.
My personal preference is the uni-ball Signo 207
I will occasionally use a fountain pen when I am practicing up on my calligraphy.

Since I lived in Europe when I was a kid, I used a fountain pen at school..now I try to avoid using ballpoint pens, so I use pencils.

For us lefties it's ballpoint every time. If you're writing with your left hand with a fountain pen you tend to smudge the writing as your hand moves across the page.

I like a nice ballpoint pen for writing the shopping list.
A fountain pen for filling out my will.
A quill for writing in my log bookl.
And a dabber for playing my beloved bingo with!!
