If I have 4.80 x 12 trailer tires can I replace with 5.30 x 12 trailer tires?

Sure.
They're just a little wider......

4.80 = tread width in inches
12 = rim diameter in inches.

yes they will work the will just be a little bigger,just make sure they wont rub the fenders on it when its loaded down and you should be ok,those are just a little bit larger that shouldn't hurt anything,good luck with it.
