The shift release is activated by the brake switch . If the fuse is blown or the switch is bad the shift release will not work. I drive a 96 F150 and have experienced this. It was a blown fuse caused by a worn wire on my trailer harness.

Start with the basics. You must be positive you have a fully charged good battery and battery cable connections. Until you do that, you can't troubleshoot further. If the battery is over 5 years old, replace it with a new one. I assume the engine will not crank and run, but you did not say. If the engine runs, then make sure the brake switch is turning the brake lights on. The answers directly above from Dodge Man, Mr Know it All, Bernie G and Lowtek make good sense, so check the fuses first.

check in the fuse panel and look for any blown fuse for anything, that one had a system as to where when you mash the brake pedal it allows it to shift out of park,if that fuse blows its not going to shift out of park at all,it also controls other things on that same fuse,so that would explain why some other things stopped working also, try that i think you,ll get it to working again, good luck with it.

I would check the transmission linkage first, but it sounds like a bad electricla problem you have, like the computer.... I would get it to a shop or dealer and have it looked at.
