No,
Rock and R & B both predate Funk, so it cannot be a bridge between them. Funk is an evolutionary development of R & B, much the same as Soul, Rap, Motown, etc.

P.S.
There is so much wrong with Frank's answer, I won't even try to correct it. I will say that he needs to do A LOT more reading on the subject- Chuck Berry recorded AFTER Elvis so it would be hard to support his argument- the misspellings alone would take half a page.

I would say funk is a blend of R&B, soul and a touch of jazz. Bands like Sly and The Family Stone and Parliament-Funkadelic mixed funk with rock.

Rock is music taken (stolen) from early black musicians like Leadbelly,Scattman Caruthers, The term Skit Skat was a musical style of the 20's 30's. and hundreds of others

Many people still alive Like Chusck Berry, Little Richard Penneman and others could not have their music played on perdominately white stations. Come on the scene Elvis Presley white as rice with the voice of a black man and things began to change, White teenagers were already listening to Berry and Richard, The Rolling Stones and Beatles had big hits w/ several of their songs and Paul Mc Catney copied his OOOOOH in She Loves You, The Beatles were openers for amny of the old so called R&B guys years ago.

When Tom Jones came to the US for the first time most people thought he was black, his manager took him to an R&B station in Cleveland Ohio to be interviewed and they would't see him

Credit should be given wher it is due, that is to the African American Blues men who started so called R&B and never got credit for their enormos contribution to World Culture.

I dig the Beatles the most but they did not invent their music and neither did the ones known as FUNK.

Music of the American Black Experience has a long history. We have an obligation to learn it.

Red Hot Chili Peppers was the one who did this. Flea is a very funk-influenced player.

No. I think it's more of a combination of soul and rock, with some textures of its own.
