The keto functional group (C=O) is responsible for the absorption at 1740 cm^-1 in both molecules.
However, in ethanoic acid the absorption at 1740 cm^-1 is slightly broader, due to the adjacent C-O bond, which is not present in propanone.
In ethanoic acid there will be a very broad absorption at approximately, 2500 - 3000 cm^-1, owed to the presence of a hydroxy group (O-H). This is very characteristic of carboxylic acids, of which ethanoic acid is one. This very broad absorption is not present in propanone as there is no hydroxy (O-H) functional group.

The bond is C=O, and ethanoic acid's trough is wider.
