Individual goals can conflict with social goals?

what does this mean in terms of government?

One meaning would be that people can act selfishly without caring how their actions affect the larger society. For instance, a person might dump garbage on the side of a road, not caring the eye sore being created or how much money the government will have to spend to clean the mess.
