Every year an employee is given a band of his work performance. Band 1- best and band 5- worst.
Shouldnt the boss be more concerned on the employee's own KPIs first before giving him additional work?

perhaps the higher ups want mentors teaching others what NOT to do! either that or the system rewards sycophants.

Well, I guess, in your current job capacity your performance may really be that bad, and your boss might be trying to transition you on that role... or maybe your boss's really sucks, or maybe your system is the problem....
Generally, performance appraisals cannot be rated in general the way you describe it. It should be objective, and rating must be based on tangible achievement, this part is for your job performance which should be about 80% of the overall rating. Next is the MANNER you are performing your job. This is a gray area where no tangible mode of measurement can be made the reason it is only 20% of the overall rating. You are judged on the way you conduct yourself, the way you interact with your co employees, your boss, and or your subordinate. If you are asking my opinion your company's performance appraisal system needs to be re-designed.

Yes. But since you aren't the boss you can't do anything about it.
So the real question is... what do you do?

You can't really say anything about it. Negative comments never
help you advance in the workplace (I know, 40 years in the workplace as employee, supervisor and manager)

I suggest doubling your efforts on your work, asking for additional work when possible and helping co-workers when you can.

What does that do?
It shows you are Band 1.

What's a KPI ? I used to work for Allied-Signal, there were 8,000 employees. Some morons that were promoted to supervisory positions or higher either had plenty of college degrees or had something serious they could blackmail their boss.
