Yes , perennials come back every year & can be planted in the fall.

When the weather cools down, perennials stop producing leaves and go into root production. By planting in the fall "they're able to establish roots and get a better start for spring."
They should be planted early enough to establish themselves before the onset of cold weather. Add plenty of compost to the soil before planting. You'll also need to mulch them.

Many plants actually perform better when planted in the fall & spring-flowering bulbs (tulips, etc.) must be planted in the fall.

Yes, perrenials do come back every year, but it all depends on where you life as to whether it is safe to plant them in the fall. If you get a hard winter where the ground remains frozen for a couple of months you may find it better to wait until the spring, the plants will then have a complete growing season to get their roots down before the winter. Check on your neighbors to see if they are working and moving plants in their gardens, if they are transplanting then it will be safe to plant.

perennials are ok to be planted in the fall, yes. annuals would be wasting your time and money right now. the perennials are all yr round plants and come back next yr, annuals dont. Hope I've helped.
