Your question is rather vague but here goes.
In the US the federal safety laws are enacted and enforced by the Occupational Safety and Health Administration OSHA, and each state has it’s own OSHA.
Keep in mind that the standards set by governing bodies are minimum requirements and may not cover every hazardous situation. A good safety program often makes requirements above and beyond the OSHA standards.

OSHA is the safety guru. Where I live, they inspect every construction job (commercial) at least once during the job.
