in american common law yes under soveign immunity. however most states and the fed govt have done away with soviegn immunity in several areas.

While cities aren't technically exempt from lawsuits, they make it so difficult to sue them that you need to be a lawyer in order to bring suit successfully.
While most actions have a reasonable prescription period, I personnally encountered a situation where I was unable to sue the city because the three-day prescription period had expired.

Absolutely not.
Some go bankrupt from outrageous lawsuits.
