There are many ways of finding the infomation you want, and I have included the links you will need to help you. Of course, in addition to this, you can also use the resources at your local library, they are only too happy to help you with your searches and queries.

I'm not sure what you're asking for here. You can write a book on any kind of word processing program. Your computer must have one already.

There are programs that are supposed to help you with outlining a story or formatting manuscripts for submission to a publisher, but you don't need that if you want to make a book of poems that your wife has already written.

To turn the words into a book, you need to have them printed out and bound. But a computer program can't do that for you. A copy shop would be able to make a spiral-bound, stapled, or tape-bound booklet for you. If you want a hardcover book, you'll probably need to have it bound professionally.

Alternately, there are people who do artistic bookbinding by hand as a hobby. You may be able to find someone locally who can make a beautiful book for your wife.

A quick Google search for "free book writing shareware" will reveal this URL: http://www.brothersoft.com/downloads/novel-writing.html . I can't vouch for any of them, but they may be worth a shot.
Have fun.
