Do a search on google for "free ebooks". You'll find a ton of listings.
Another good way is to try JV Giveaways. Here's one to try:

When you sign up for the giveaway, you'll see hundred's of ebooks you can download. You have to sign up for the members newsletter, but that's not always a bad thing. In those newsletters, you'll get links for other free ebooks, or dimesales where you can get them cheap.

I doubt you will find one place for all books. Newer books will be Copyrighted and you have to buy. Though there are things like Bit-Torrent but it may be illegal and you can get viruses. Old material that the copyright has expired or it in the Public Domain, you can find many web-sites with these books. The link I give, I not sure these are all e-books (Some are PDF files, HTML, and Text). You can search by Author or Book Name and they free to read. All the ones I have found were free, I put it that way. "Books On-Line" below that are some other Subjects a person may find interesting.
