I assume you mean Rotterdam, Netherlands (or Holland which is the nickname for the country.)

Rain is likely, temperature will be about 5C at night up to 15C during the day on a rare sunny day.
And there is always wind in Rotterdam, so it will seem a couple of degrees colder.

Snow is very unlikely, not unheard of, but it is once in 20 years, a dusting of snow in most cases, and most winters there is no snow to speak of all winter. (November is locally seen as fall, not yet winter.)

In short, weather for long trousers, a sweater and a rain and wind proof jacket, not for winter gear unless you are from the tropics.
