Did it take you that long to digest it, in order to decide you liked it? LOL
What you describe technically is not possible since potatoes boil much faster than meat, so the meat will crushed them.
Possibly that was done separately and then arranged on a pot that was heated on microwave.

I've been to Kos many times, but not to Kardamena. They say its a very friendly place.
As for the food I'm guessing cpinatsi is correct. Although it may have been a Stifado. A kind of stew made with either Beef, Lamb, Pork, or Rabbit or Hare. Has a lot of small onions.
Just google stifado. There are tons of recipes for this stew. The secret is in the sweetness of the onions and the slow cooking -
3 to 4 hours. Its a winter type stew best served with Mashed Potatoes or Rice. But Restaurants will serve it with Chips.
(Fried Potatoes).

Have been to Kardamena (place of lots of sea-weed on the beach?) - but in about 1986! We stayed at Tigaki Beach on the other side of the Island.

I don't recall the dish that you describe, but I suspect that it would have been a sort of Bolognese with chips. It could be worth trying that one!

Stayed in Kardamena this summer for 10 days, but i didn't come across anything like this dish. Perhaps if you remember the restaurant that made it, it could have been their own recipe.

It may have been "moshari stamnas", or "veal in a pot".
