I'm no fan of MLM companies, but one's progress or lack is based on personal achievement not on buying levels of return.

It's called greed, the lust for money, and a lot of people are making it, but not the ones paying to join
It is amazing they can still find uniformed people.

One reason is that some of them (Amway, et al) are big political contributors.

Another is that as long as they make the mandatory disclosures on how little the average person makes, it's on you if you sign up. In America, we're free to make bad deals.
