Sweet 16 is for both sexes. A guy was celebrating his on yesterday's episode of My Super Sweet 16. (I only watch the last five minutes so I can see how much money their parents are really wasting on this.)
I never had a Sweet 16. I just went with my closest friends to Subway.

Sweet 16 is the onset of sexual capability of a girl to have sex with an adult male. But her anatomy and social status is yet to be developed to that of a full grown adult female.
Hence during this phase, girls appear sweet and attractive and special to males
They appear nice and lovable to females as well as they are not a competition in the relationship markets for the full grown adults but has graduated to sexual capability
Since females don’t find sex in itself capable of arousing interest and attraction towards a male, a 16 yr old male with all his capabilities to have sex does not have this appeal.
Men do not have the competition issue with other men or boys like females do and on this viewpoint also there is nothing special about a 16 yr old male to other males.
Hence no sweet or hot or cool 16 guys.

Don't get out much do You? "Sweet Sixteen" celebrated in America and Canada by both sexes. It is also the traditional Girl's birthday party where She becomes old enough to get Her 'Cheater's Permit", ie, Her Learners permit to drive a car. Try looking it up via wikipedia.
