It is called a Dock Adapter.

It allows you to use your nano on an electronic device with a dock that is made for the regular iPod dimensions.

It's for the ipod base, which you have to buy seperately cuz Apple is cheap like that.

dunno, i brought a mini and it had a white clippy thing and it is to clip it to my belt, is it for that??? go on the apple website??
