For most plants, prune right after they bloom, or while the plants are dormant. Don't prune in the fall or early winter because that encourages tender new growth that is not sufficiently hardened to resist the winter cold.

You can correct unhealthy conditions with careful cuts throughout the year to ensure healthier plants:
Remove any part of the plant that looks diseased before it can spread.
Remove dead twigs and branches so these don't become pest entry points.
Resolve criss-crossing branches by removing the smaller... friction creates wounds and these invite problems.
Trim off whip-like sucker growth originating at the base of the trunk...it does 'suck' growth energy from the rest of the plant.
Do not prune later in the summer. Allow shoots to mature and prune again in late winter.

All year long. Different plants need pruning at different times. A general rule of thumb is that spring flowering plants and bushes should be pruned right after they bloom, summer and fall flowering plants should be pruned in the fall or early spring. Some plants, especially things like evergreens, can be pruned at almost any time.

Late winter while they are still dormant, or after blooming. If you prune to early in the winter you may injure the plant---frost bite on the open wound. I prune spring and summer and then let everything go fall and winter.
