I have a couple of thoughts. First of all whatever the container; it should be clear. Are you trying to replicate a Beach and Ocean for this gift? Where did you acquire the sand from? Certainly once left alone any particles heavier than the water would settle; but if the sand isn't pre-washed or you don't wash it; many particles might remain suspended in the water.

Small enough to be a Charm; would hardly allow for much or either substance; although miniature bottles can easily be found in a WWW search, or some womans perfume collection. Those certainly are often intricate in their design.

The BRING ANYWHERE however; suggests even modest agitation of anything in a bottle or container and the water may always go through the process of clouding and clearing/sand settling.

I don't think it's water. I am thinking it's glycerine. Check at the craft shop.

How about clear pill bottles (with the top epoxied on) or baby food jars?
