The temperature question... if the 0 degrees is in celsius, then one can say that it would be 0 degrees fahrenheit, I imagine. That's 32 degrees less than before. Converted back over, it would be -17.7 degrees celsius. You could do the same in reverse if the original temperature was in fahrenheit.
As for the car... the light could not be seen by any observer going at the same speed.
