It was inhabited since the beginning of humankind. First there were hominids, then the first culturally modern humans to live there were the San bushmen. After this Khoi herders arrived, and then Bantu-speaking people. Europeans were not sure how far south Africa extended, until Bartholomew Dias sailed round the Cape. Then the first Dutch settlers, as well as Malay slaves, arrived with Jan van Riebeeck in 1652. In the 17th century, many French huguenots escaped to the Cape. In the 19th century, thousands of Chinese mineworkers arrived. A new wave of British settlers arrived in 1820. You decide who discovered it.

the Khoikhoi were the first humans to inhabit this region.
the first Europeans to visit these shores were the Portuguese under Bartholomeu Dias.
however some speculate that before the European explorers reached the Cape of Good Hope, the Chinese, Arabian, or Indians may already have visited it, and kept records of these visits. The Old World maps like Kangnido and Fra Mauro map made before 1488 may be evidence of this.

The Khoisan and related peoples discovered the Cape (as far as history can tell). Then came the Europeans, with Bartholomew Diaz and his crew being the first of them. Black people did not move into the area until later, as they were still in the process of migrating southwards from the interior.

Dias was the discoverer, da Gamma was the first to sail around it as I recall. Both were Portuguese.
