Is it encouraged at all? I mean I am planning to visit Cuba and I have been doing a lot of research. And every time I read an article on related subject, I find something about tourists should travel with medicine. Why? is it to donate ? or sell?

to donate , there is a lack of a lot of important medications , mostly antibiotics , but in general anything is welcomed when there is not much to choose from

Cuban trade is blockaded by the USA which mean that many sorts of medication are not available. You should travel with all the meds that you need personally.

If you are a Cuban child who needs specialised meds ora pacemaker, you are unlucky. However there is universal healthcare, family leave for care and free dentistry and eyeglasses.

There is a Canadian organisation who provide medication for tourists to transport to Cuba, with covering documentation here. http://notjusttourists.blogspot.com/

Do not sell anything! I give away as much as possible, before I return home.
