Can someone show me how I would solve this?

It's the same everytime:

21 is what percent of 12 =
21 = x% * 12

"of" always means multiply (*) and
"is" always means equals (=)

21 = x% * 12
21 ÷ 12 = x%
1.75 = x
175% = x

12 is equal to 100%. So 21-12 = 9. 9 is 75% of 12. Now add the two percentages and you get 175%

Suppose x is the % you are looking for.

(x/100) * 12= 21

x=2100/12 = 175

21 is 175% of 12.
