Yes. It is a sidevvays laugh. Tilt your head, depending on the vvay it is vvhich usually you vvould tilt to the left.
There are different ones.
=p or :p and also =b or :b is a tongue sticking out.
q: is the opposite vvay of doing the same thing.
=( is a long sad face.
:) is a smiley face.
:K can be a scared or frightened face.
:o can be a shocked face.
;) is a vvink face.

Yeah you kinda got the concept, staring / making eye contact with a girl doesn't mean the guy likes her. In MY perspective, it can mean three things: 1. The guy is comfortable talking to the girl, and is comfortable with her presence around (just friends). I plenty of friends that are girls and I always make eye contact when I talk to them, it's just casual u kno? 2. The guy wants to meet the girl / is interested in her (acquaintance). Either that, or... the girl is weird-looking or ugly lol. But still, guys wouldn't stare at a girl that long if she's like that. 3. The guy likes the girl. He doesn't know how to express his feelings, but wishes he could find a way to do so. I would tell you straight up how to tell which one of these views does a guy mean when he makes eye contact or stares, but I don't think I can. You should just.. kinda sense it. If you wanna know what it means just open msn messenger and open a chat window with someone and just type that. It will change into a emoticon and you can know what it means. By the way these icons are known as smiley's. This particular one means a smiley face.
