My mom is now a citizen of Australia, but her birth certificate will show her to be Filipina. That makes it clear that the birth certificate is not necessarily the certificate of nationality.
The best proof of nationality is indicated in the passport. If she doesn't have that, I guess the birth certificate will do.

No, it's not the same. Birth certificate is a form in which major information was being documented like correct full name, birth date, birth place and etc. Certificate of nationality is a form in which it will specify what nationality you bear right now in case both parents have different nationality. For example. if your mother is a filipino and your father is japanese, and you were born here in the Phils. but your father wants your nationality to be a japanese. So, you will registered as japanese born in the Phils.
Hope my explanation is correct and my example is clear. :)

they're not the same. a birth certificate certifies your birth, meaning it shows the date of your birth and the other details regarding your birth. While a certificate of nationality is a certification that tells what nationality you have. Although you a birth certificate shows the nationality of your parents or even of yourself, still the certificate of nationality if different from the birth certificate itself.

no. birth certificate states the facts of your birth while cert of nationality identifies your country of allegiance. just tell your friend to send in a copy of her passport. that is a proof of nationality.

nope. Your birth certificate is proof of your birth and you parents and it shows your nationality as of birth. your certificate of nationality confirms that you are Filipino as has not revoked that in any way
