is the secrecy to just cover up the rampant incompetence while they just barely manage to get by just short of our government and national security collapsing in on itself under the weight of all that incompetence?

They're being secretive to cover themselves!

The way our justice system works there is a difference between what you know and what you can prove in a court of law.

If the White House blocks investigation by claiming Executive Privilege then there is no evidence to use against them in a court of law!!

How convenient!

Without the intelligence community keeping information secret, the enemy would know how to avoid detection. There are some things that the average public does not need to know in order to protect themselves.
