Like for elections? It always seems like the numbers for ballot measures are so random. How are the numbers assigned?

It depends on the state. In my state, it depends upon the order in which they are filed and certified with a constitutional amendments numbered and amendments to statutes lettered. The numbers and letters are rolling throughout the two-year term of each General Assembly. Thus, the first constitutional amendment certified is proposition 1. Even if that amendment is voted on at the same time as the presidential primary, the next amendment is proposition 2 (even if it is on the regular primary ballot).
