Why are Guam and the Northern Mariana Islands included in the same circuit as Alaska, California and Hawaii?

this is just the far west Court circuit. anything that is out, in or along the pacific rim and detached from the mainland. Alaska kind of pushes this concept but since when has the Govt. ever been logical?
