Yard Sales have all sorts of fabrics, some sheets, old shirts and jeans, quilts, blankets, or other clothing you can cut-up.
You can also go "dumpster diving", maybe behind a large Thrift Shop, taking the rejects.
Goodwill, Salvation Army, ARC, AMVETS, DAV and so many other thrift stores sell donations of fabrics, bedding and clothing at low prices that you can cut to size.
For FREE, go to yard sales at the end of the selling day (maybe between 2 and 3pm) ask if you can take some of their discards that they intend to donate somewhere) Tell them your purpose for the fabric, and they will likely support your cause.

Craigslist would be a good source. Also, a lady in my town wrote to the "sunshine" column of our local newspaper and got a lot of free material. She made rugs and sold them. PS do NOT ask for samples from Wal Mart or anywhere else unless you are planning to go back and buy some the very next day. Otherwise, that is stealing. .

I don't know what you are wanting them for, but you can also try interior decorator shops. They will usually give away their old sample books. Lots of very good quality fabrics. I have some that I am saving for a crazy quilt.

Upholstery shops. I have quite a few in my moving sale right now. It is from an upholstery place that wanted to get rid of the last of the bolds. Naugahyde and regular upholstery cloth.
Very cheap, just for you:) Antiquated dresses are great for wonderful buttons and cloth. esp prom dresses if you like that. I like natural fibers, so I can't use the upholstery stuff I got.

I don't know how much you're looking for, but I'm cleaning out my supply of material and will gladly let you have it for the price of shipping from Texas. There's bits and pieces of many different kinds of materials. Most of them are about 1/4 to 1/2 yard.

our goodwill has a $2.00 a bag fill-up every so often, You would be amazed how much material you can get out of a dress or a skirt. also, if you have kids or grand-kids, tell their moms to save there old clothes for you. When my kids visit, they always bring me a bag of old clothes, I have made them quilts out of these clothing's, and they like the fact that they see there old clothes created into a useful item.
May even asked neighbors to give you there old items.

Lots of good hints from earlier posters, add to them checking on shops that do custom upholstery, drapes, etc. They may toss excess, sell by the pound, or be willing to barter for goods (chocolate chip cookies?) or services (window-washing, parking lot & sidewalk clean-up, etc. are possibilities).
