Originally with Mickey Mouse, the gloves were to distinguish his hands from the rest of his body which was black. If he put his hands up against the rest of his body, they were impossible to see. The white gloves distinguished his hands. And apparently another reason animals like Mickey and Bugs wear gloves is because they weren't sure if they were supposed to have paws or regular fingers, but the gloves just put an end to that debate. And yes, hands are hard to draw which is why gloves are so often used in cartoons. And besides, they look stylish! ;)

The above answerers are correct, but in Neon Genesis Evangelion, the director of the NERV agency, Gendo Ikari, wore gloves because he burned his hands rescuing Rei Ayanami from her entry plug when Unit 00's activation test wen wrong. So he is the exception to the rule.

1st of all hands are very hard to draw
2nd of all those characters you listed would look stupid with just hands because they are animals that obviously don't have hands.
